Robert M. Armstrong Midwestern Region Award
Megan Ramos of St. Johns is the 2014 Robert M. Armstrong Midwestern Region Award recipient.. She is Budget Analyst in the Michigan State Budget Office, and she is being recognized for her instrumental role in improving the budget development process and leveraging technology to make communications with the Governor and his executive staff more efficient.

The Gloria Timmer Award is the most significant award and highest honor bestowed upon budget officers by NASBO. The 2014 Gloria Timmer award recipient is Nancy Duncan, Deputy State Budget Director in the Michigan Office of State Budget. Ms. Duncan was recognized for more than 40 years of service to the State of Michigan as well as most recently for her oversight of the process to replace and overhaul the state’s central financial system.
The George A. Bell Award is presented to an individual whose contributions and service best exemplify the ideals of sound budgeting and management in state government for which NASBO’s first President, George Bell is remembered. This year NASBO, is pleased to recognize two individuals with the 2014 George A. Bell award. The first co-recipient is Tammy Dolan, Management & Fiscal Analyst in the North Dakota Office of Management & Budget. Ms. Dolan was recognized for her efforts in developing a new, equitable funding model for the North Dakota higher education system, and for serving as the Governor’s spokesperson for the model and spearheading its passage through the legislature. The second co-recipient is William McGee, Budget & Policy Analyst in the Oregon Department of Administrative Services. Mr. McGee was recognized for elevating the art and science of budgeting in Oregon over the past 20 years, including his contributions to better managing child welfare, adult corrections and post-secondary education.
Margaret Myers, Office Production Manager in the District of Columbia Office of Budget and Planning, is the recipient of the 2014 Administrative Excellence in a State Budget Office award for her 20 years of successful budget book production and outstanding administrative support to the office.
NASBO also bestows awards to state budget personnel in each region for outstanding contributions and service to public budgeting and management in state government. The 2014 John E. Burton Eastern Region Award recipient is Todd Scheuermann, Chief Budget Examiner in the New York Division of the Budget for his instrumental role in the creation of the nation’s first State-led Pay for Success project. The 2014 Fred J. H. Rester Southern Region Award recipient is Rick Newton, Budget Coordinator in the Tennessee Division of Budget for his organizational leadership that successfully designed, built, and maintained a request-to-budget book information system that has served the Tennessee State Budget Office extremely well over 15 years.
