Kids will have until 8 pm to fill up their candy bags. If you\u2019re out on the road please be very careful during trick-or-treat hours. City police will be out patrolling local streets to insure all the little ghosts and goblins have safe passage during their Halloween night activities.<br \/>\n<strong><br \/>\nLeaf Pick-Up Program<\/strong>: Leaves are beginning to fall in bunches as a result of recent cool evening temperatures. As leaves begin to carpet yards, we encourage city residents to use leaf bags for leaf disposal. Filled bags put near the curb will be picked up by City public works crews. If you are in need of additional leaf bags please contact Steve Rademacher, Department of Public Works at 224-8944 ext. 229.<br \/>\nAs in years past, the City is offering two free packets of biodegradable leaf bags to residents for the City leaf collection. To save mailing and printing costs, coupons for these bags are available for pick-up at the City Offices on the first floor of the courthouse, Briggs Public Library, City of St. Johns DPW building as well as on the internet in electronic form (access through City website: <a href=\"http:\/\/www.cityofstjohnsmi.com\" target=\"_blank\" rel=\"noopener noreferrer\">www.cityofstjohnsmi.com<\/a>).<br \/>\nLeaf pick-up by City crews will occur from November 29th through December 3rd, provided Mother Nature cooperates. The DPW site for leaf-drop off by residents is open 24\/7 and is located behind the City salt storage barn.<br \/>\n<strong>Sidewalk Reconstruction<\/strong>: The City continues to replace deteriorating sidewalks in various neighborhoods. The condition of sidewalk sections within each district was surveyed as part of the long range City sidewalk reconstruction plan. Public funding for replacement sidewalks is limited. If you are interested in upgrading sidewalk sections adjacent to your property the City has a &#8220;partnering&#8221; program available. For more information please contact Director of Public Services Jeff Stephens at 224-8944, ext. 281.<br \/>\nCity Commission Approves Dnre Update For Sanitary Sewer Overflows: The St. Johns City Commission recently approved a staff-authored update for the Michigan Department of Natural Resources and Environment related to the City\u2019s sanitary sewer overflow (SSO) issues. The City continues to investigate and correct where possible infiltration and inflow of storm water into its sanitary sewer collection system. Storm water infiltration and inflow taxes the City\u2019s sanitary sewer collection system, increases treatment costs and can result in the imposition of fines and penalties by DNRE. The City is aggressively addressing this environmental issue.<br \/>\n<strong>Upcoming Election<\/strong>: Tuesday, November 2nd, is Election Day. City voting sites will be open from 7:00 a.m. until 8:00 p.m. Exercise this important right on that day. Absentee ballots can be obtained by filling out an application which is available at the City. Applications can also be found on the Michigan Secretary of State\u2019s website.<br \/>\nContact City Clerk Mindy Seavey with any questions about absentee ballots or the upcoming election. Her number is 224-8944, ext. 223.<br \/>\n<strong>Rotary Club Proclamation By City<\/strong>: By passing a proclamation at its October 11, 2010 meeting, the City Commission recognized the significant and continuing contributions of the St. Johns Rotary Club for its role in the upcoming construction of a 40\u2019 x 70\u2019 multi-use pavilion on the Depot grounds. This pavilion will enhance the use of the depot and library area by individuals and groups. The Proclamation designates this area as &#8220;Rotary Park&#8221;. Previously the Rotary Club built a gazebo on these same grounds.<br \/>\nSite Plan Approval For First Baptist Church Expansion: The Planning Commission\u2019s recommendation for site plan approval of the First Baptist Church\u2019s requested expansion was approved by the City Commission. The plan calls for a 13,000 square foot addition to the church building. This addition will house a gymnasium\/auditorium. The parking lot will also be reconfigured and required landscaping added.<br \/>\n<strong><br \/>\nSummer Spray Park Discussion<\/strong>: The City Commission received information from Recreation Director Bill Schafer regarding the propriety of developing a spray park for City residents at the City Park. Several communities in the area have developed this kind of water park for their youth, some of which were visited by the Rec Director and interested St. Johns residents. The water park presentation follows the City Commission\u2019s decision earlier this year to close the City pool, which is in a deteriorated condition and was not generating sufficient use or revenue to justify continued operations. The matter of developing a spray park was referred back to the Recreation Department for further exploration and review. Interested city residents are encouraged to contact Mr. Schafer at 224-8944, ext. 227.
