Current Urban Cooperation Act adds costs to consolidation

\nState Rep. Paul Opsommer today introduced legislation that will allow local governments to implement cost-saving reforms that will help keep tax bills from being raised.
\nThe current “Urban Cooperation Act” is considered by many to actually be the “Urban Un-Cooperation Act” because the way it is worded often prevents local units of government from combining services in a manner that would save communities money.
\nThe four-bill package also includes legislation sponsored by Reps. Cindy Denby, R-Handy Township; Eileen Kowall, R-White Lake Township; and Tom Hooker, R-Byron Center.
\n\u201cCurrent restrictions within the Urban Cooperation Act are a barrier for local municipalities to deal with as they struggle to provide essential services in these difficult times,” said Opsommer, R-DeWitt. “When I was mayor of DeWitt I dealt with the roadblocks the current law causes. Reforming the Urban Cooperation Act will remove these impediments and allow local governments to do their jobs in the most cost effective manner possible. ”
\nOpsommer introduced similar legislation last session that did not pass, but he said he was encouraged that Governor Snyder’s budget acknowledged that barriers needed to be removed to help local governments consolidate in areas where communities decided it was in their best interests.
