A brief history from July through November, 2012
Minutes of the July 31, 2012 meeting
Ryan Wood, County Administrator presented the following report:
– The County received notice from Ben Swanchara last Friday advising that he will no longer lease their facility to the County for the Animal Control shelter as of August 2013. The Swanchara’s have provided the facility at their home
for 45 years. In the meantime, the county will be looking at options for an animal control facility.
– Correspondence was received from Ingham County regarding compensating them for the area within Clinton County for consolidated dispatch services. Since we have our own significant expansion plans for that area within Clinton County, we do not intend to provide any funding to Ingham County for the consolidated dispatch services. A letter will be prepared advising Ingham County that we are not interested in sharing in those services.
– Budget meetings have been completed with the department heads. A preliminary review of the budget will be available in September for Commissioners.

Ryan Wood, County Administrator presented the following report:
– Contact has again been made with the Capital Area Humane Society with regard to pursuing a contract for Animal Shelter services; A couple tentative meeting dates have been set for late November to discuss a possible contract.
October 30, 2012 Budget Meeting
Animal Shelter Update 11A. Finance Chairperson Pohl introduced discussion regarding the Animal Shelter.
– Administrator Wood and Deputy Administrator Longnecker distributed a report to the Members that provided an estimate of annual operating costs for a new county animal shelter compared to a contract with the Humane Society; in this scenario, the numbers are almost exactly the same at $247,586 and $248,076 respectively;
– Based on an estimate provided by Hobbs + Black Associates (plus 20% to allow for change orders) we estimate the total capital costs for a new facility to be around $1,356,584; whereas a contract with the Humane Society would require $400,000 in capital costs for them to make appropriate construction additions to their facility for the purposes of contracting with Clinton County;
– Brief discussion took place regarding operations and additional considerations with regard to the Humane Society’s location, financial status and public relations perspective;
– By pursuing a contract with the Humane Society, the County would realize a capital savings of $956,584.
Committee Recommendation: Commissioner Stacey moved, supported by Commissioner Hill, to recommend pursuing contract negotiations with the Capital Area Humane Society. Motion carried.
